The Counterinsurgency Center hosted Dr. Tom Marks for a brownbag webcast 7 March in which he explained how modern insurgents can and do gain significant leverage over established governments through narrative and framing. By way of the internet and mass media, what was once local now becomes global, making intangible power as important as physical effects. Insurgents can thus gain significant leverage and power over counterinsurgents. Dr. Marks, professor and head of the Department of War and Conflict Studies at the National Defense University, used both Nepal and Sri Lanka as recent cases to illustrate his point.
